Iowa Youth Congress & SIYAC

The Iowa Department of Human Rights is now accepting applications for two of our youth initiatives - the Iowa Youth Congress (IYC) and State of Iowa Youth Advisory Council (SIYAC). These programs provide an opportunity for youth to develop leadership skills, connect with community leaders, and improve their community through civic engagement and volunteerism.

If you know of a high school-aged student who would be interested in serving on the Iowa Youth Congress or State of Iowa Youth Advisory Council, please direct them to the links below to complete an application.  Questions can be directed to the respective coordinators listed or feel free to contact our office for additional information.

What is Iowa Youth Congress (IYC)?

Iowa Youth Congress (IYC) is a youth advocacy program which seeks up to 100 Iowa high school youth of all backgrounds, aged 14-18 to  participate in a year-long program which provides students the knowledge, abilities, and direction to advocate and enact change in their communities, and at the state-level.

The State of Iowa Youth Advisory Council (SIYAC) became a formal council in 2009 with the passage of legislation (Iowa Code 216A.140.8).

SIYAC consists of 21 youth from around the state, who serve two-year terms as members. We advocate for youth issues with policymakers (legislators, Governor’s Office, and state agencies) and seek input from other Iowa youth. 

This year, we have three priority areas:  health, human rights, and education. SIYAC also partners with Iowa Youth Congress (IYC) and Achieving Maximum Potential (AMP), which are also youth-led entities advocating for youth issues.
